Cosmos Stadium bid at risk as ESD may look to re-open RFP

ELMONT, N.Y. – Elmont residents gathered on Tuesday night expecting to take in presentations from the New York Cosmos, Blumenfeld Development Group and Engel Burman Group regarding “their respective organization’s proposals” over the redevelopment of land adjacent to the Belmont Racetrack.

Well, that didn’t happen. Instead, Congressman Gregory Meeks of New York’s 5th Congressional District scrapped all presentations, citing the probable rebidding of the state land.

“Something has changed,” Meeks began. “Some uncertainty has arisen in the fact that in my conversation with [Empire State Development Corp.], we do still have an existing bid, but … there is something else that may happen. They could decide on another date to reissue the RFP.

“They have not done that,” he continued. “It is an existing bid that is existing now, but in fairness to all three of the good companies that would like to do something at Belmont, we thought this would put them in a bad position that if should there be a new RFP, we don’t know if there will be or not, but should there be a new RFP that opens up to other bidders, I don’t want to put them in a bad spot where they are prejudiced.”

The New York Cosmos and two other developers responded to an open State RFP for the redevelopment of land on Hempstead Turnpike in the dilapidated Elmont region back in January of 2013. The bid first opened on September of 2012. The Cosmos proposal called for the creation of a 25,000 seat stadium at the heart of a vast redevelopment plan that would include the creation of a large scale hotel, a restaurant row and the building of parkland for the community. The proposal, projected to cost somewhere in the vicinity of $400 million, would be paid for by the Cosmos, with no tax dollars from the local community.

Nearly three years later, there has been no response from the ESD or the State government regarding the initial bid — until now.

According to Meeks, the decision to re-open the bidding could come “somewhere between now and the beginning of 2016”

“There is nothing definitive that has been decided,” he emphasized. “As of now, there is an active RFP where the submission has bids, but there is a consideration, and we don’t know what’s going to take place later, that it may be opened.”

Meeks reached out to each of the developers “at the last moment” explaining the change of plans.

“It was just too late to say we would eliminate the meeting completely,” he said. “But I thought it was important that we at least have a dialogue and I give you what I have received.”

Dozens of Elmont residents descended on the town’s public library for the event. The majority bemoaned the possible re-bid of the RFP. One resident told Meeks, “I came here to listen to the presentations from each of the developers. If that is not happening, I am leaving.”

Another Elmont resident, Claudine Hall, expressed her dissatisfaction with the entire process, questioning why the bid had to be revisited at all.

“We have been working on this project for a very long time,” she began. “I’ve spent many a night in this room putting the developers together and getting things done. To have to consider to reopen something we have worked on for so long is a slap in the face to us who have spent countless hours way from our families and away from other obligations to get this together. This started in 2012, and with all due respect, Congress and State are two different places. We don’t want to reconsider a re-opening … it’s disrespectful.

“[Outside bidders] had the opportunity like everyone else and they chose not to be involved.”

In response, Meeks explained “I do not think ESD is making a decision because someone from the outside said do X, Y, Z. I do not know what the rationale or the reasons for their decision or non-decision, because they could come back and tell me that the current RFP process is going to be in place, because currently it is.”

Cosmos COO Erik Stover was in attendance on Tuesday night along with representatives from Blumenfeld and Engel. Stover tells EoS “We haven’t had any communication either way with the ESD. I really don’t have anything further to say about the speculation that was in there.

“As far as the community goes, if you are going to walk away with one impression, it is pretty clear they want development, they need development,” he continued. “This community is failing slowly and painfully. We are one alternative. There are others out there. Let’s hope there is a decision soon.”

With no definitive answers and with a stark possibility that the original bid was close to its demise, Meeks continued to walk a tight rope for the remainder of the hour long session, assuring residents he would deliver answers on the future of the three-year-old RFP.

“As of right now, the RFP submitted is still current and active, but I also learned there was a possibility that the RFP could be reopened. If that was the case, it would not be fair to [the current developers] to make a presentation because it could prejudice something they want to do in the future,” he explained. “Should I get a definitive word that the RFP will continue, I will ask them to present, but I can not do something that could possibly prejudice their positions and their competitive spirit on a current RFP that may not be.”

    will pay forking over an overpriced LIRR ride. The LIRR will be operating at a loss on game day since the Belmont Station operates on functions at the racetrack. Risky for a politician to support the Cosmos project with horrific attendance at Hofstra. The reality is the Cosmos play in a D2 league and until they can escape that label they will struggle for relevance in the NY and domestic soccer platform. Brooklyn(MCU Park), the Randall’s Park location, or redo Pier 40 would be ideal for a D2 team.

I went to a crucial late Sept match against New England in 1997 on a crisp, clear autumn night to watch a team that featured WC veterans, Donadoni, Branco, Ramos, Meola and Bartlett. The announced crowd was 5K and it was maybe half that.

                    I hope you’re right, because the growth of soccer is good for all soccer fans. But I do have to say that they are different situations. In the early days of MLS, there weren’t a whole lot of other options for soccer fans. There were a lot of people who grew up with soccer but had lost touch with the sport that were waiting to be tapped into as a potential fan base. Now there’s MLS and one can watch European leagues on TV easily. I think it’s going to be a slow process to grow an average crowd of 3-5K into an average of 10-18K in that league. They may be able to do it. But I do worry they may be aiming too big, too soon.

                    1) Secure a better place to play
                    2) Be the best 2nd division club you can be
                    3) Develop player because, based on the USMNT, MLS is not doing that

        The MLS model of player development, going all the way back to project 40 in 1997, hasn’t produced a USMNT any better than the 1994 team.

      It’s not so much wanting the Comsos to fail, but rather wanting their supporters to face reality. They missed the boat. The NASL perhaps gives the Cosmos greater flexibility and control of their brand, but with the introduction of NYCFC the Cosmos may now be doomed to failure.

      1. Too many entertainment choices in the Metro area and people rarely choose minor league anything.
      2. Hofstra is a horrible game experience.
      3. They aren’t going to win the Belmont RFP bid.
      4. The value of the brand has been vastly overrated. Almost nobody under 45 recalls or gives a damn about the old Cosmos.
      5. USL is going to overtake the NASL. The NASL can’t compete with either league and is now playing the litigation card.

    As much as I hate it, the Cosmos should definitely begin looking elsewhere. Even Brooklyn. Yes, I said it, Brooklyn should be an option, despite how awful the thought of it is. I will utterly hate if they do, as I will have to give up going to games like I did with the Islanders, but they need a home.

        Driving’s not an option for me on most game days and with my budget and location, it’d end up taking 1.5-2 hours just to get to Brooklyn via buses and subways. (LIRR is also not an option. Too far from a station and the prices are insane.) Same coming back. Travel will just take up too much of a chunk of my day when I have other responsibilities to do that I can’t plan around as easily if a location was in Nassau or eastern Queens. I’d probably stop by one of the affiliated soccer bars, though.

    Stop wasting your time and money. You’re always going to be some second-rate, minor league side-show in NASL, averaging 10-12K at BEST, even IF you get your stadium built which, of course, is an ever-growing, massive IF.

    All and all I think Coney Island is pretty good spot. A little far from the Bronx etc – but on the flip side, it is pretty damn cool being on the boardwalk and surrounding area. THe Ottawa Fury game was awesome just walking around and the park in the back ground, really cool. Also went to Spumoni afterwards, really great day – I think I ate like 5000 calories that day of Nathan’s hot dogs, Italian sausage sandwhiches, pizza and oh yeah oh yeah White Castles! Great day indeed.

    If you wanna duplicate the Euro community experience I haven’t heard a better place/neighborhood suggested yet.

    Even the Shea stadium area which is a nice central location isn’t surrounded by a cool neighborhood you can walk around.

    What a joke? All the rumors of corruption and finally it all unravels. It looks like they got another project in mind (OTB/Casino) and instead of outright cancelling the bid, they delayed and delayed a decision hoping the three bidders would drop out and when they didn’t, this is the result. How can you expect any organization/group to consider your bid for the land legitimate after all of this? I would not rebid and at this point, I hope the Cosmos and the other current bidders back out from submitting new proposals. It’s obvious none of them will be considered as they would have been chosen at this point.

    This just completely ruins the integrity of open proposals. Why would any other organization/group want to deal with this, when it looks like Cuomo and co. have their mind set on a different project already? This also lessens the quality of any bid moving forward, as their is already a favorite, who doesn’t have to provide the best offer for the site.

    I think the Cosmos had the best proposal for the site, with no tax payer funding and improvements on the train line in the area, etc. Cosmos, welcome to Brooklyn!

    Just wanted to get this one thought out there…

    My working assumption / speculation has been that the 3 year delay in decision making on Belmont Park has actually been a positive development for the nasl cosmos…I’ve seen it as giving the team additional time to make their case that the 25K stadium will be viable…

    Coumo in my mind actually wants to see this project move forward against Democratic and Elmont community opposition in part to continue building his alliance with the Republican political establishment on the Island…

    When the first half season didn’t produce attendance numbers justifying the project the ESDC gave them a second year…then a third year…

    The Elmont community has always wanted to start all over to secure new bids that produce the development they really want…housing…shopping…

    Particularly with the successful NYCFC launch time may have run out for the nasl cosmos Belmont Stadium plan…
